More than 225 Rosemère residents met at the public consultation held at the Memorial Community Center on January 16. This citizen participation allowed residents to ask questions and express themselves on the new urban plan and its regulations, which were presented at the beginning of the evening. Thanks to the comments and opinions collected throughout the question period, the municipal council can continue its work with a view to the subsequent adoption of the plan and its by-laws.
Having had no major objections or modifications to the following regulations: site planning and architectural integration plan (PIIA), minor exemptions, specific projects for the construction, modification or occupation of a building (PPCMOI ), construction as well as permits and certificates, the municipal council will proceed with the adoption of these by-laws. By proceeding in this way, the council wishes to reduce certain delays in obtaining permits for the upcoming work season.
With respect to the adoption of the final urban plan and the zoning, subdivision and fees for parks and green spaces funds, the Town of Rosemère intends to follow the stages of the adoption process which include, the adoption of by-laws by the municipal council, the transmission of these by-laws to the MRC of Thérèse-De Blainville and the public notice of the coming into force of the by-laws. The final plan will therefore be adopted later to give the various stakeholders time to improve the plan based on the comments received during the public consultation on Monday January 16th. Citizens will be informed in advance of the adjustments made and of the date of adoption of the urban plan and the aforementioned regulations.
“We thank Rosemère residents for coming out in such large numbers, and for expressing their opinions and concerns with exemplary respect. We can thus continue the process aimed at adopting the new urban plan,” underlined the mayor of Rosemère, Eric Westram.
The old golf course was mentioned several times during this evening. The City recalled that an area along Labelle Boulevard currently allows development, and has done so since 2015, and that another area is under the aegis of an interim control by-law from the Montreal Metropolitan Community. A status quo is therefore essential.

The City of Sainte-Thérèse announced that the Office d’habitation Thérèse-De Blainville (OHTDB) has received all the necessary authorizations from the Canada Mortgage and Housing Corporation (CMHC) as well as from the Société d’habitation du Québec (SHQ) to rebuild the low-cost housing (HLM) building at 162, Carré Saint-Pierre, which burned down on March 26, 2017.
“It is with great joy that we welcome this news. As soon as I arrived in office, we began to make presentations for this project to succeed and in barely a year, our efforts have already borne fruit. I would like to thank Mrs. Isabelle Couture, director of the Office d’habitation Thérèse-De Blainville, as well as our two MNAs, Mr. Eric Girard and Mrs. Louise Chabot, for their excellent work in this file. Thanks to our concerted efforts, 12 units will once again be available for low-income people,” said the Mayor of the City of Sainte-Thérèse, Mr. Christian Charron.
In all, a total amount of $4,089,830 will be invested by the provincial and federal governments for the demolition and reconstruction of HLMs in Carré Saint-Pierre. The call for tenders for the plans and specifications for the architecture and engineering of the building is currently underway, while the OHTDB plans to launch the call for tenders for the construction of the building in October 2023.
“We believe we can offer residents of the MRC new affordable housing before the end of 2024. This new building will accommodate 12 people, aged 65 and under, living alone and with low incomes. We would like to thank all the partners for the realization of this beautiful project,” says the director of the Office d’habitation Thérèse‑De Blainville, Ms. Isabelle Couture.
“This reconstruction is long overdue in the region. It was important for us to support her since she will offer a better quality of life to the citizens of Sainte-Thérèse. Our government is continuing its work to promote access to and affordability of housing in Quebec,” said Eric Girard, Minister of Finance and Minister responsible for Relations with English-Speaking Quebecers and MNA for Groulx.

The City of Saint-Eustache recently launched a new recruitment campaign, featuring its employees in a promotional video made for this purpose. It is been broadcasted on the big screen, at Cinéma St-Eustache, from December 9, 2022, until February 2, 2023. It is also possible to watch it on social networks, including Instagram, Facebook, YouTube and other City communication tools.
An inspiring and meaningful theme
Produced on the theme “Once upon a time there were happy people”, the promotional video illustrates the correlation between the actions taken by municipal staff and the benefits that Eustachois derive from them. “It goes without saying that City employees are its best ambassadors. Motivated and dedicated, they are committed daily, keeping in mind the same objective: to help the citizens of Saint-Eustache. We therefore wanted to create a campaign that reflects the values of the employees and, consequently, those of the organization. » said Mr. Christian Bellemare, General Manager.
According to the City announcement, working for the City of Saint-Eustache means enjoying competitive salaries and benefits and having access to opportunities for advancement. Also, the ecological Transition Plan will be developed
On January 12, the annual dinner of association presidents took place. This is a festive event organized to thank and recognize the people who lead the organizations and associations serving the population of Blainville in the sports, cultural and community fields. The guests had an appointment at Le Blainvillier Golf Club in the company of council members and employees of the Recreation, Culture, Library and Community Life Department. Mayor Liza Poulin wanted to highlight the contribution of these valuable volunteers:
“You occupy a very important place in Blainville. Your commitment is at the heart of our municipal life. That’s why it’s important for our administration to thank you and recognize your value to the entire community.” The City of Blainville recognizes more than 60 local or regional organizations and associations.
In other news the city council wishes to adopt an ecological transition plan that will identify the multiple socio-economic and environmental issues that the city will have to face in the future.
Operating at all levels, this Plan aims to rethink our ways of consuming, producing, working and living together. Citizens, local organizations, economic and institutional actors are called upon to participate in the development of this plan to make Blainville an even greener city! The Ecological Transition Plan will be developed following consultations and adopted by the municipal council.

The City of Deux-Montagnes is pleased to invite the public to the 2nd edition of L’HIVERNALE, which will be held on Saturday, February 4, from 3 p.m. to 10 p.m., at Olympia Park. A family get-together not to be missed to enjoy the many joys of winter!
Animation, slide mound, skating, snow games, campfire, friendly hockey games, hot chocolate, food truck and much more! In the evening, the site will be beautifully illuminated and citizens will be able to skate with torches and to the sound of music.
A mascot is coming!
It is at the Hivernale that the new ambassador of the City of Deux-Montagnes will take his first bow in front of the crowd! At 4 p.m., the friendly mascot will attend the Panthères youth hockey game. Young and old are invited to meet him and young people to come and offer him hugs!
In addition, a competition will be launched on February 4 to find a name for it. More information about the competition will be available on the event site and on the City’s website in the coming days.
The programming includes from 3pm Music and entertainment, skating, sliding mound, course on snow, by the Fire Department, table games by the organization Le Ludusium, Giant games, mini soccer by FC Revolution and a reading tent by the Deux-Montagnes library. Hot chocolate will be offered free of charge by IGA Les marchés Lamoureux and prepared and served by the Maison des jeunes de Deux-Montagnes. There will also be storytelling for the whole family around the fire as well as friendly hockey games and performances by singer André Thériault around the fire.

Like every year in Lorraine, there were a variety of ways to give to Centraide Laurentides: dessert contest, sale of chocolate and other delicacies, wearing jeans on Thursdays for $2, possibility of donating an amount with each pay, internal newspaper … and more. According to an announcement by the City, this holiday season was also an opportunity to allow children from families going through a difficult time to have a gift in their name under the tree. This program particularly affects City staff, who have been participating in it for several years.
Mr. Jean Comtois, Mayor of Lorraine, congratulated the municipal employees as well as the elected officials for having given generously: “Thank you also to Edith Proulx, Director of the Recreation and Culture Department, who managed the City staff at Maison Parenfant, as well as Josée Bergeron, communications advisor and head of our municipal campaign for Centraide. My colleagues on the municipal council and I also take our hats off to all Lorraine residents who have purchased used books at the library, for the benefit of Centraide Laurentides. In these more difficult economic times, it is heartwarming to see that our community continues to help others.” The mayor of Lorraine also highlighted the involvement of volunteers and staff from Centraide Laurentides and Maison Parenfant, who work year-round to help people in the region.

The 2023 budget of the City of Deux-Montagnes was adopted on December 19th 2022, by the members of the municipal council meeting in a special meeting. Although the financial year was drawn up in a particularly difficult economic context, it shows a responsible budget, achieving the objective of sound management of public finances according to the city’s announcement. Thus, it was announced that in 2023, the increase in the tax bill for a residence of average value will be 3.2%, or less than half of inflation.
Like other Quebec cities, the City of Deux-Montagnes has been suffering for several months now from the effects of the marked increase in the cost of living and the slowdown in residential construction. This situation has the effect of increasing the costs of financing and supplies necessary for the proper functioning of the services and activities provided to its citizens. For example, the costs for the purchase of chemicals for the water treatment plant have more than doubled and the costs of waste collection have also jumped. At the same time, we are witnessing a slowdown in private investment, thus limiting the influx of new income.
“We are aware that the economic context greatly affects taxpayers, which has forced us to show the greatest rigor. Choices have been made to allow us to maintain the level of service that Deux-Montagnais are entitled to expect while respecting their ability to pay,” said Mayor Denis Martin.
Future investments
The City of Deux-Montagnes will invest, through its three-year capital plan, a historic amount in its infrastructure ($18M). This will include, among other things, the stormwater management project and the limitation of overflows, particularly during spring floods. Also, the noise barrier will be finalized, as well as the development of Centennial Park. It should be noted that the City obtained substantial provincial and federal grants (nearly $12M) to carry out these projects.
“For the municipal council, budget exercises are an opportunity to apply the principles of good governance, with the main objective of offering the people of Deux-Montagnes a sustainable living environment in which to live. I would like to thank the elected officials and the managers in place for the efforts made to design this budget which limits the pressure on households as much as possible,” concluded Mayor Martin.

Shoring up the Charron stream
The city of Sainte-Thérèse announced important major works in its territory from January 9 to June 30, 2023, 7 days a week, from 7 a.m. to 7 p.m.
This work, nearly 75% funded by the Government of Quebec, is being carried out in collaboration with the Ministry of Public Security and the Land Movements Section of the Ministry of Transport. As of January 9, access roads to the construction site will be laid out on Rue du Ruisseau and Rue Joutel.
Objectives of these works
These works have two main functions: Prevent the risk of large landslides by using riprap to counterbalance the masses of soil contained in the embankments on either side of the stream an to prevent the risk of slopes falling by protecting the bottom of the slopes against the erosion of watercourses.
Types of work
The stabilization interventions consist of a massive riprap of the bed of the watercourse and the revegetation of the slopes of the Charron stream.
Due to the constraints of the terrain, the work must be carried out during the frost period (until approximately March 31) OR during the summer dry season (from May 15 to approximately October 15). These periods are more conducive to soil stability and prevent flooding in the watercourse.
To achieve the objectives and limit the duration of the work this summer, it can be carried out continuously, i.e. 7 days a week, from 7 a.m. to 7 p.m.
Traffic and presence of trucks
A large quantity of rocks will be required for the work to be carried out, which will cause heavy traffic on boulevard du Domaine and rue du Ruisseau. The contractor will notably build access roads from rue du Ruisseau, rue Hemlock and rue Joutel (in Blainville). Worksite bypass roads will be put in place.
To facilitate truck traffic, parking may be prohibited on certain street sections and near certain intersections. Residents, workers and visitors must respect the signage that is installed. Motorists and pedestrians should exercise caution around heavy vehicles.
